Technical vehicle inspections

Every year, around 45 million vehicles are required to undergo mandatory testing. Starting on 01 April 2006, gradual changes were introduced to adapt the regular technical vehicle inspection to modern automotive technology. The general inspection (Hauptuntersuchung - HU) and exhaust emission test (Abgasuntersuchung - AU) were combined. The electronic systems specifically listed in the amended German Road Traffic Type Approval Act (StVZO) are inspected on the basis of so-called system data using the self-diagnosis systems available on board. Since 2010, the exhaust emission test has been performed as an independent part of the general inspection.

The exhaust emission test (AU) and the safety inspection (Sicherheitsprüfung - SP) for commercial vehicles were adapted to modern automotive technology in such a way that the self-diagnosis systems now also available in this area can be used more effectively. Especially when performing the exhaust emission test on modern Euro6 cars and EuroVI commercial vehicles, technicians can now rely on past experience with onboard diagnosis (OBD) systems.

The VDIK advocates for the measuring of exhaust gas at the tailpipe of modern vehicles with OBD systems be dropped as soon as possible. Moreover, the complete integration of the AU into the HU should be checked at least for passenger cars and commercial vehicles complying with Euro6/EuroVI or higher. The general inspection should remain in effect as a statutory test and be performed mainly in repair shops. The VDIK rejects the proposed "Master HU" as the separation of testers and repairers has proven itself in the past. As for a shortening of the test intervals for older vehicles, there is no evidence coming from accident research supporting the necessity thereof.
